Yes you can take powder makeup on the plane. You just want to make sure that all your liquid makeup things like mascara and such go in that zip lock bag that you put through the xray machine. Otherwise, they won't let you take it on the plane. Yes you are allowed to bring that powder makeup with you in your carry on. If any of your makeup is in liquid or gel form that must be in 3oz or less packaging and packed in a 1 qt. clear zip lock bag.
Anything power is fine. Mascara and liquid eyeliner (as well as lip gloss you apply with a wand) are liquids. They must all go in your quart sized zip-top bag and each item must be under 3 oz. Powder eyeshadow, eyeliner pencil and tube lipsticks are considered solids and the rule does not apply to them.
