I have both the HD foundation and powder. They are meant to be used together, but the powder goes with all skintones. It's a soft focus finishing powder you use with a brush. It won't cover flaws at all, because it is 100% silica powder with no color. It's so light textured and feathery, not heavy. I think that's it's purpose because it won't cake or show on skin. All the makeup artists are using it now. I haven't used alot of mine, it's so expensive to buy both often.
